Tonneau's listed as "no shocks and locks" do not come with gas shocks (2 required) and no locks for holding rear down (2 required). A prop rod can be used in place of gas shocks. 

This is a list of what comes with the "stripped down" model:
1. Tonneau Cover, gray color only. Leave gray or you can paint to match your truck.
2. Posi-Lock trim for edges and narrow rubber cushion pads for sides. (installed)
3. Front hinge hardware for mounting to truck.  (stainless steel)
4. Plates with 10mm ball are fully molded in, ready for the upper end of your gas shock 
     (recommended gas shock= 18-5/8" overall length-extended and 8-1/4" stroke, 
       with approx. 110 to 130 lbs pressure and needs 10mm ball socket ends).
5. Plates with 10mm ball and screws for mounting to inner side of bed.  (stainless steel)
    (lower end of gas shock will  attach here.)

*Gas shocks and locks can also be obtained from your local camper shell company and some auto parts stores.

Heavy duty "Hand laid" fiberglass construction. A full size core is molded in for maximum rigidity!
Top side is "smooth" gray gel coat. This coating need not be painted.
Can be easily painted to match your truck.
All necessary components are molded in for easy mounting to your truck.
Installs in 10 minutes. 
All models come with mounting instructions.
"Angle mounting" design of gas shocks will hold lid "solidly" in up position. 
When placed in down position, lid 'stays down' even without locks!
Locks are keyed alike.
Comes complete with trim and front hinge hardware.
Trim is posi-lock style, will not work loose.
Metal hardware is all stainless steel or plated...will not rust.
